What do you think of Google's Copyright Algo Change?

Google will start looking at how many times a site gets copyright removal requests, and use that in how they rank it.
Automatically, my brain had a bright idea: I start a company that sends Google copyright removal requests.
Why? Because Google automatically assumes that if a request was made, a copyright infringement did, indeed, occur. Guilty by virtue of being charged. The new American Way?
Also, will Google stop ranking youtube videos lower? Because, I'm betting there's a lot of stuff that infringes on copyrights people post there. Wait, no. There will be nowhere you can lodge a copyright infringement against Google owned properties! Duh!

If you own something on youtube and want it removed all you have to do is tell them. That's how Google has keep youtube from being shut down. However the stuff that is on there does seem to get favorable ranking
